All Might did the opposite actually. His punch, combined with the fire he was putting out, caused a brief rainstorm.

Saitama did do a feat that's similar in effect. But his example is on a much much grander scale that what Ichigo does here (affecting the weather across a large part of the super continent that the series takes place on).
