I think you’re both on the wrong track. There have been so many hints towards Bucky becoming nu-Cap. He’s been struggling with feeling like he doesn’t deserve anything. It’s a redemptive arc for him. He’s consistently disapproved of the shield going to anyone (other than Sam) because they don’t get it’s importance and don’t understand Steve. The whole thing has been about the Super-Soldier Serum and people who mis-use it. In this week’s episode, Zemo even said to Sam very pointedly something like (and I’m too lazy to go back and check the words) “But they didn’t make another Steve Rogers, did they?” And yet they did, didn’t they?
