It'd give Barbara more agency in the narrative. In the Killing Joke, Gordon's refusal to break from the Joker's torment serves the important thematic role of refuting the Joker's ideology. Having Barbara do it would put the focus on her reaction to the traumatic events that hapen to her, instead of having them exist in service to the male characters.
