Speed is still an issue but the other way.

Like... he's ridiculous physically strong, albeit he has very anime rules in terms of how his striking power manifests. [He flattens a bunch of buildings with just force of him swinging his arm in their direction, the force from an uppercut that is stopped still sends his target flying vertically through like... 30 floors of building]

But he's also capable of blink movement so he should flatten most bricks who are competitive with that level. But the thing is, no one else has speed feats to really scale him that high in terms of speed.

He's kind of hard to place.
