Nah, Goku was never this stupid in DBZ. He knew when to be pragmatic when necessary (i.e. Goku wanted to dogpile Kid Buu with Gohan and Gotenks, but Vegeta brought up how the humans of Earth should fight for themselves BS that made the situation more dire than it should've been). The whole meme about Goku throwing Cell a Senzu was Goku being overconfident in Gohan's abilities since he believed that Cell wouldn't stand a chance against him, Zenkai boost or not. Other than that, he knew when to be ruthless and cast aside his good sportsmanship. Hell, in Broly, he suggested fusion as soon as he realized that he and Vegeta stood no chance against him. This is just Toyotaro trying to balance the scales again so that Goku doesn't make Vegeta look too bad by comparison.
