    Hasn't Matt at least tried to cripple some of his enemies? I know he's tried it on Bullseye at least twice.

    it's a observation really.

    Mostly it's because unlike Fisk, the Joker is a genocidal monster who has killed hundreds of people and has no real redeeming qualities.
