That it is. Which isn't necessarily a bad thing.

It has more plot than the Broly movie (which was basically setup leading into a massive fight) but the plot is a bit all over the place and there's a bit of wasted potential in parts of it.

I was very disappointed that Cell turned out to just be a big Bio Broly adversary. Like I'm ok with this not being the same Cell as the first one, but I'd hope for a least a basic menacing personality from him. And I really would've appreciated an explanation for what Gohan Beast is.

I see your point about Cell Max, but it would have been dificult to fit that into the movie. I fear that if they had tried to give him a personality, other aspects would have gotten short changed
