So, ultimately concluding my experience with One Piece: Bounty Rush.

...It's fun and frustrating like any other multiplayer game. You either get a fun time with back and forth matches that keeps things going...Or you get really lousy teammates who do not do things as a team and actually gets your rank down, though I will admit my own faults as...Shanks is like my only good character and everyone knows how to counter him.

...why can't I get another high rank character so far?

Canon: Sammy’s tech works by her willing it to work. Plus her chozo blood infusion. It’s basically green lantern the power suit edition with limitations.
