This is just gonna be more fuel on the "Luffy the 5th Emperor" that Morgan started. Because this is gonna be seen as Luffy calling out Kaidou. You know it will. The WG will probably see this as a challenge from Luffy to Kaidou for his and Big Mom's openly planning to end Luffy. It's not true, it's just Luffy being... well, Luffy. But the WG don't know much about Luffy beyond his exploits, so... yeah.

And once word gets around about Bartolomeo's group going to Shanks-owned islands, burning his jolly roger, and offering Luffy's to replace it... Well, it'll look like Luffy's basically pissing on the feet of 3/4th's of the Yonko. Even though Luffy has zero knowledge of Bartolomeo's doings and will probably be pissed about it when he does find out. Because that Luffy's hero, and you don't do that **** to Luffy's hero.
