Yes, that would seem extreme, especially since her defense will no doubt be 'But I didn't know it was a crime, and thus shouldn't have to have the sentence, waaah, it's society's fault for not teaching me better!' Common courtesy and basic knowledge of the spread of diseases should have been enough without the laws, fool.

20 years would be waaay too much, though. Especially with what people get for far, far worse crimes.

Regarding the Ice Cream Licker - she's a juvvie, so she won't get more than a slap on the wrist, more's the pity.
