I think you're misreading the article. Otomo is not confirmed to direct. Lots of circulation has gone in to who it could be otherwise.

And to be even clearer, the picture is from a Nextwave cover during Civil War. Every cover in the Civil War crossover (and there were a lot) had the same design in a different colour. Nextwave completely ignored Civil War going on around it, but used the same cover design with a plaid pattern and just announced how little they gave a **** and what they thought of Mark Millar.
