Yeah, I don't know how many issues Soule had planned, 50 or less, but he certainly had a long-term plan for the series. Just look at all the subplots in his 12 issues.

Don't forget about Maxwell Lord's brother, Aaron and what he was developing, also Diana/Clark's relationship becoming public wasn't explored after the initial set-up...

It was so much! This was definitely a 50 issue run and the biggest possible set up was of Donna’s reintroduction. It surely was not going to be what we got! And even if WonderStar was another plot too, “recycled” as the Deathstroke GodKiller arc maybe.

It didn't feel like Tomasi was using anything from Soule. It seems he was doing his own thing without even following what came before.

True. But still with the arc itself though, it seemed like something was revamped...more cutting.
