True. But still with the arc itself though, it seemed like something was revamped...more cutting.

Well, whatever plans Tomasi had were derailed when editors asked to shaking-up things with Truth and even Truth's original plan was changed in the middle of the 1st arc.
A lot of changing of directions one after another, the SM/WW series/romance never catch a break.
