They will be working with an actual movie budget though. Not like that cheap streaming service where the poor Starfire actress was given a costume party wig and bargain basement purple spandex dress, with the "orange skin" and glowing green eyes appearing only when she was using her powers.
Black Canary costume is much more easy to pull off than Starfire anyway.
The only thing we really have to go on for what the movies are doing with Black Canary is that they seem to be leaning into the recent singer aspect.

What does DC care? They have made it clear numerous times, through editorial decisions in the comics (constantly retconning the things people did to make Dinah a solid, stand out character) and the complete disrespect she's been shown in the Arrowverse that they just don't care about the character.
It doesn't really matter to me what ethnicity Dinah Drake is, but it gets a little embarassing when every comic book character with a "Black" codename ends up being played by a person of colour on the big screen. Seriously? I wonder when John Stewart ever appears in a Green Lantern movie, will he be re-branded as Black Lantern?
