Well the best case scenario is that she is like neither personality wise. Like White Witch.
But the visual design and her origin is clearly leaning toward Laura, they could have made it like the Weapon Hex facility is serving an Elder God worshipping cult and they are using scientific plus mystical means to make living weapons, and also they are in Wundagore/Transia not Canada.

Even the design doesn't say Wanda. When I first saw it, I thought ti was Laura and Electra

Hex claws is just as bad as Hot Claws

Oh, everyone has to get into the game. Thor will have uru claws that channel lightning. Iron Man will have an armor with claws. Hulk will just grow them. It's a phase comic-book creators go through, like DC's 'Batman did well, let's make every movie like Batman!' only for Marvel it's Wolverine.

I don't recall the issue number, but in the West Coast Avengers run, there's a scene right after they find out that the government has disassembled the Vision, where she's standing outside the building where it happened, and the captions read something like, 'Wanda didn't learn much about math and probabilities as a child in Transia, and does not know what the odds are that every nail, every support, every patch of glue will fail simultaneously. She only knows that she wants the building to die. And it does.'

I kind of love that scene, Wanda just gesturing and a building collapsing.

I made a whole joke AU called Age of Wolverine when I was younger and all the X-men had claws based on their powers. Nightcrawler's claws teleported anything they touched for example
