This is also another thing, it feels like whatever writers come in there isn't a passion to the character. I think there was a lot of passion and love when it came to Grayson and early Rebirth but it feels like we are back at the start of the New 52 level of "who cares people will buy it anyway."

I gotta say, I’m digging the Titans TV show. Dick’s definitely more violet and extreme then I’m used to, but that seems to clearly be part of a character arc. So I’m ok with it.
I find his character on Titans has a lot of depth and not so simple of a personality. My wife who has never read comics came in the room why I was watching the show and is hooked now. Like you said he is more extreme and brutal but I makes his story very intriguing as to how he got that way and how can he control that.

Many assume the situation of Dick can change for better when Didio (and other higher ups) move on to other places. However, this seems unlikely.
Beyond Didio feelings against Dick, I do not think the others higher ups hate Dick. However, they do not seem to believe that the character can (or should) be anything more than Batman's "sidekick". They think the character is enough profitable in that way, so their replacements will probably maintain the same ideology.
I mean Didio want to kill Dick in Crisis Infinity, but this was prevented by other people. However, these people don't prevented "Mark Waid is too big for Nightwing" or other bad decisions regarding Nightwing comic.
At the end, Dick probably needs an external impulse to get out of the situation where he is with DC. As Ascended mentioned:
I really hope Titans is pretty successful and attract a lot of attention on Dick.
