Scott was never as mercilessly cold as Olivier (my favorite character in the series, btw). Olivier and her troops are closer to how Emma's students view her: mercilessly cold and borderline sadistic, but she will fight through heaven and hell to ensure their safety.

The original anime follows the start of the manga, but branches off. It comes off as more serious in tone, with a philosophical bent. I would watch it at least for the first dozen episodes.
The second anime (Brotherhood) completely follows the manga, and as such has characters and interactions the original does not. It also copies the manga style for a more light-hearted approach in general, with the tone only getting serious in extreme moments.
They are both fantastic in their own ways.

The original is good, but you could honestly cut out two dozen episodes without missing much. Both shows are philosophical in their own ways but I’d argue Brotherhood, which follows the manga, is better overall. It has better characters and a better story.
