If Brock loses at Summer Slam, it's perfectly fine. In fact booking him and Seth is relatively easy, they haven't had a proper match during this feud just nut shots and cashing in.
It's if Brock retains there that there's a problem, because Brock really only wrestles at the big 4 pay per views so the Universal belt would be held hostage till Survivor Series minimum and more likely Royal Rumble. Now if Brock appears more due to the transition to Fox that's a different matter entirely.

the biggest question is who could he drop the belt to? there really isn't anyone on raw that is booked strong enough to take it off him. seth had months of build up before he got it at mania. roman's on smackdown. braun lost credibility years ago. bobby is really going nowhere. drew is a goon and likely gonna stay there for a few more months. ricc is way too green for that kind of run. miz is doing nothing of note. and joe is sadly too much of a loser to be a threat to any belt outside of the mid card.
and all of this is the E's own fault.
I will say, because the Brand Split is mostly in the toilet, it's possible we get an actual title match at Survivor Series but it's hard to predict that far out.
As for who Brock could lose to if he retains against Seth. Ignoring the brand split, because WWE does as well.
Reigns: the obvious boring choice
Kofi: I think when his title run ends he's going to be out of the main event scene for awhile. Hopefully not forever as it's been a good run. Either way can't see him against Brock.
Braun: Needs a rebuild, not impossible but really unlikely.
Bryan: Could do it but not as a heel
AJ: Could do it but not as a heel
KO: If this face run takes off an outside shot.

Here's how I'd do it
Have Joe goad Baron Corbin into Making a challenge against Brock on Tonight's RAW, then make his own challenge to turn it into a triple threat
Joe wins the Belt by Pinning Corbin, then we get Joe vs. Brock at Slam.
The Cross Brand 10 man battle royal tonight should shed some light on the situaiton.
Seth is in it, and he's the obvious choice to win and go on to face Brock at Summerslam. I daresay the Battle Royal is just a technicality.
But in the very very unlikely event that Seth doesn't win, Roman is in there. Don't see him winning it, but if we're talking about guys built up enough to beat Brock Roman is obviously at the top of that list.
G1 already 4 nights in. I got a lot of catching up to do.
