If the plan is for Cain to face Brock at Crown Jewel, then even if Kofi was eventually supposed to get a rematch it probably wouldn't be anytime soon. Survivor Series, lately at least, has had champion vs champion matches so Brocks next title defense might be some time away. Though I suppose Fox might want a bit more Brock Lesnar on TV, and he might do a match or two on Smackdown.
If Cain needs surgery and Vince wants him at Crown Jewel, that definately ramps up the time table. That said, a real life surgery might actually work well in the storyline. Brock can "injure" Cain, with him possibly return down the line. Maybe Wrestlemania depending on how quickly he recovers.
Going by that logic, it would seem like he didn't want to focus on Kofi losing. Kofi beat every contender in the Smackdown roster. Much like they did with the Kabuki Warriors last night after they beat Charlotte and Becky.

Seth vs Kofi seems to me to be the best feud for the both of them.
Another facet that's been overlooked; the whole angle craps on Rey too. It makes him look some some punk coward hiring a goon to do his dirty work for him.

What they should have done was have rey interrupt the match on Friday, costing Brock the victory.
Then you book Brock vs. Rey for Hell in a Cell, have Rey lose, Cain comes out for a rescue to set up Cain vs. Brock.
Of course, I suspect that they want Brock vs. Seth to happen again at Survivor Series, so they gotta get the belt on Brock somehow. But however they do it, they should have it be an actual fucking match
I suspect a BIG part of why this was happening in the first place was because Fox wanted Brock as champion... so Brock probably still had to win. And I also think they wanted Cain to debut on Smackdown just to give the show that extra bit of exposure.
But I do think Cain making the save for Rey looks better for Rey than Rey sending Cain to do his fighting for him. Maybe Rey can run in after the Kofi match or whatever, and Cain comes out to make the save. Or something like that.
he got beat in 9 seconds to one F5. there is no room for a rematch or any kind of believable match between then. it's ok for guys like seth because he has shown time and again that he can take it to brock and beat him.
kofi got squashed. how could anyone by him to be a challenge to brock after that humiliation?
