Even if they were allowed to use him, I'm not sure how they would've pulled it off with their budget. Unless it's HBO, how do you do Green Lantern on TV.

They could do Hal without him being a GL, though. Then again, with Ollie being a discount Bruce Wayne I'm not sure I even want Hal in that universe

They mentioned a missing Ferris Air test pilot a while back, so Hal must've already become GL in this universe. But yeah, even if it was possible, I'm not sure I'd want him to show up either.

The Arrowverse can be 50/50 when it comes to characterization or handling people from the comics, so it might be a blessing in disguise that Hal's not in it.
