Gonna argue though, that the Soul Cleansing Machine was decommissioned after Nergal climbed into it and turned into an abomination who cares for nothing more than slaughter and consuming souls from the corpses he makes.

I'd say about 10,000 yeah... although I'm willing to bet that someone (Sihn, maybe?) foresaw that she might be useful in the future and let her keep her body so she could keep training.

Hm, then I'd just say the line for "keeping a body", should be about 50k.

Some souls retain their form if they meet a power level requirement.

These can stick around.

Others can go cloud and be reincartned eventually.

Others with the will to stay on can go half way, cloud bottom person top. I believe Chichi and Bulma were both like this when they died in the Buu Saga.

Bad souls, once judged go to HFIL and from there various further hells.

Now that Shek’hinah is running things again, the process is smoother and more can keep their bodies if thy so wish, not just the super powerful.

illegal operating a casino without a gambling license ( part of the money this casino takes in goes to orphanage , shelters, hospitals to help those in need) drug trafficking and possession of Juppter ( that's the only drug he deals in as he firmly believes that it should be legalize everywhere.")
