Sarada's Policies
When Sarada took over as queen of the Saiyan Empire, she swore to revamp several facets of Saiyan life and upbringing to better benefit the race as a whole. This is broken down into three categories: education, training, and social.
Education
Before, Saiyan children on Vocado started school at about six and graduated from the Learning Academy at age ten. This was to allow them to start their combat training as soon as possible so they could, in turn, join the army as soon as possible. With conquests and needless wars a thing of the past, there was no need to downplay education.
As such, starting in the year 764, all Saiyan children throughout the empire would start their formal education at the age of six, as usual. However, they would not graduate from the academy until the age of fifteen. These additional five years would allow them to undergo three stages of education – three years of basic, three years of intermediate, and three years of advanced courses. The professors and doctors who once lived on Turrip and lectured at the universities there would be spread throughout the Empire to teach these classes.
The classes would remain the same, but several had their curriculum updated to reflect new knowledge and to remove outdated ideologies. For instance, in the various history and sociology classes, various permutation of the following passage could be found:
In the past, meat mixing was considered common practice. In fact, the first Saiyan king, Vocado, married a Nevadian woman named Shyst and produced a half-breed that served as King when he died years later. It was determined by historians that the Saiyan population at that time was comprised of close to 45% half-breeds. The two demographics lived harmoniously.
It was important to Sarada that the truth about Vocado and how he and the other Saiyans lived was impressed and inculcated on youths. She also ensured that the truth about Otatop IV's propaganda machine was also expressed plainly.
In addition, update material on other races, including lessons on humans, Chromakai, Nevadians, Frost Demons, and even Threshlings – information obtained by extensive interviews and conversations Sarada herself conducted with representatives of these races – were added to the science textbooks. Additionally, the stigma against “meat mixing” was also disavowed by ensuring that students understood how common it was back in those days, to the point that Vocado himself had a non-Saiyan wife – a Nevadian woman named Shyst.
Queen Sarada hopes that these changes and the many more that haven't been mentioned would go a long way toward producing a much more intelligent and open-minded Saiyan race in the future.
Combat Training
As mentioned in the above section, formal combat training at the Combat Training Centers will now begin at the age of fifteen, as of the beginning of 764. It won't end until the age of twenty, one less year than in years past. However, Queen Sarada – with help from Tasure – has completely overhauled the training philosophy to result in greater gains in strength, power, and technique in less time. Using herself as an example – going from a PL of 50 to over 2M in just three years – she felt that the old ways actually held students back.
First and foremost, she dismissed the entire faculty of all ten training centers. Their way of instruction and... “movtivation” were both toxic and counterproductive. After extensive interviews, she hired new staff members and instructed them on the new policy. Training was to take place three days out of seven weeks, with the students taking days off for relaxation and recovery. An example of a typical training schedule was as follows:

The Xs represented intense physical training, typically within the confines of an artificial gravity chamber built into the Center. The following two days were for recovery to allow the body to heal and grow accustomed to that level of intensity. The final training day in the seven day period was for light physical training and technique mastery. The following two days could be spent practicing techniques and for sparring before the next training sessions began.
Sarada and Parsley, the two strongest Saiyans in the Empire, followed this same schedule. The results were tangible and undeniable. Granted results would vary from person to person, but this method was sure to draw out the best possible growth in each person.
Social
The final reform Queen Sarada hoped to make was to the very crux of Saiyan society itself. Might Makes Right was the way of life for hundreds of years. Strength was a cornerstone of every aspect of society. Castes like Elite, Super Elite, and even Ultra Elite did nothing but propagate the notion that strength was the means of advancement and success. That was true in the past, but she wished to prove it false in the present and future.
As such, she abolished the official strength benchmarks. No more would a Saiyan identify him/herself as Elite, Super Elite, or Ultra Elite. Those monikers were nothing more than a means to enlarge the ego. They meant nothing in actuality. Sarada herself was proof of how poor a measure they actually were.
Instead, Saiyans would be measured by merit and deed, not strength. If a person wanted to prove themselves, they would have to make the effort constantly. No longer would they be able to rely on a title.
To provide people with avenues for success, she initiated job growth. There was plenty to do on all the worlds. Nurseries needed to be built, cities constructed, dozens upon dozens of occupations needed to be filled. Of course, the fearsome Saiyan army was still intact, and thus an option, but there were more options available for everyone. The working class was to be expanded to everyone.
In addition, she began encouraging her people to be more welcoming to other races who decided to live on one of the worlds. Ruco and Pepa were already accommodating, as was the newest colony, Tobaga. Vocado was getting there, slowly – thanks to Inanna – as was Langal. Callion, however, was going to take a very long time.
Interracial relations were not only legalized everywhere – they were only illegal on Callion – but encouraged. Given that it was nearly public knowledge that King Vocado was in an interracial marriage, Queen Sarada hoped that this – and her own pending marriage to Inanna – would provide an example that nothing bad could come from mating with another race.
