I mean, you clearly label out the difference though where one is pure biology and genetics for a race that might usurp the human race while the other is a freak accident...I guess they're both acts of God, but the former at least has science behind it.I'm just saying, a random dude wakes up one day and can lift things with his mind because "biology" and people lose their minds because "he has no training! He could be a threat! He could be an abuser! His great-great grandkids might take over the world!" That same dude drinks some random chemicals thinking they're soda, gets the same powers, and everyone is like "Cool, wanna join the Avengers?" He still has no training, he could still be a threat and abuser, his great-great grandkids might still try to take over the world....but he got powers because he thought chemicals were soda, so that's all perfectly fine?

I mean, you could look at them that way but Superheroes aren't really a "race" in the way Mutants are, but even that can become complicated.Spidey probably isn't the cleanest example here since he does have that media backlash, but the point I'm making is that Spidey isn't considered a menace because he has powers, it's because the Bugle pushes the narrative that he's irresponsible. But a totally competent, skilled, responsible mutant is gonna get "hated and feared" regardless. Despite the fact that accidental superhumans can still pass their powers on to their kids, despite the fact that they're still a fast growing minority group that could pose a threat to humanity's place someday, despite the fact that an accidental superhuman is no more worthy or prepared for their powers than a mutant.

I'm trying to think of villains from Sam's actual Cap tenure that would make sense...but I don't see them going Americops or HydraCap.
They joked about the Serpent Society for Cap 3 so maybe they might actually do it.

There are plenty of Steve's villains they could borrow that would work just as well with Sam. I would still love to see them bring Arnim Zola back again. You've got Sin, who frankly would be fun with both Sam and Bucky and ties back to the Red Skull. You could some of the newer villains like the Americops, which could be super relevant if written with the current trends about violence and militarization in policing in mind.
The Serpent Society would be fun, and they're B/C list enough that liberties could be comfortably taken in their adaptation without stirring up the usual hornets' nest.
And heck, you just set up Sharon as the biggest of bads in the post-Blip Captain America world, you could just use her.
That's what I mean. Sam doesn't need his own set of villains. Marvel's always had interchangeable villains to some extent.
I could see him fighting Sin or Madame Hydra if they want a reasonably known B/C-list villain.

I could see them trying to seperate cops from institutional racism similar to how they seperated soldiers from the military industrial complex.
