actually it's no contest if you are specifying him only with joker toxin rather than the powers barbatos conferred on him as the red goblin didn't have any weakness for him to exploit other than anti venom.

Yeah. If default Laughing Batman, he did his impressive kill count by exploiting his friends weaknesses and prep.
Red Goblin? Tears him to pieces with utter ease.

In a straight melee, Red Goblin would destroy Laughing Batman. However, in almost any other scenario Laughing wins. Laughing pretty much outsmarted and killed everyone who got in his way in his universe, including heroes, villains and gods. In any scenario where he's given resources and the opportunity to put a plan in place, he'd run circles around the Red Goblin. If Spider-Man can think to use Goblin's ego against him, so can the Batman Who Laughs.
