Supergirl makes the most sense, as the Bat Family has already been established to exist there. It wouldn't be such a big leap for her to pop up in that world.
While Bruce Wayne has been established on Earth 1, there's been no real establishing of the Bat Family there.

Neither one is in the crossover. And Batwoman will be introduced in the crossover.

Arrow is the show for characters without powers. Batwoman would fit in best there.

Supergirl makes the most sense to me. They could try a quasi world's finest type team up with Supergirl and Batwoman. Plus there are a lot of characters on the Earth that arrow is focused on Supergirl seems sort of isolated other than the characters on her show.

On the other hand if we wait until Arrow a whole hour or more goes by before we see the character. Everybody wants to see Batwoman so we would get something like the Invasion
cross-over, where it was just a regular Supergirl episode and then Barry and Cisco show up at literally the last minute. I think a lot of people who don't hate Supergirl and like all the
shows would be unhappy about that. In my opinion they would be doing a big disservice to the fans of Batwoman if they wait until Arrow to introduce Batwoman.
