Hard to say. Quite a few of them honestly. Way more than that wikipedia page would indicate certainly.

The A-List would be Ares, Circe, and Cheetah, but I can see SO MANY MORE of her villains achieving A- and B-List notoriety with the right amount of creativity and characterization.

She has a deep bench of adversaries ripe with ideas that could resonate in contemporary stories.
