    How would he know Batman's ID? As far as the public know Jason is dead and there's no way for Penguin to look him up since any information regarding him isn't available.

    I know about that and it doesn't make sense to me how this mean that Batman's identity is known. Jason isn't a public figure for Penguin to recognize him nor he even revealed his name. He only revealed his father's name and it will need a lot of work for Penguin to make the connection since Wilis Todd is pretty common name.

    He was Bruce’s ward and Bruce is a public figure. Knowing that puts everything together.

    Jason didn't make any public appearance with Bruce Wayne since he returned which is why I said he isn't. So, how can Penguin recognize that he is Bruce's dead ward?

    So? How this will make Penguin recognize him? He died as a kid and now he is adult. I doubt that penguin paid much attention to Bruce Wayne many wards to be able to recognize one of them as adult who has been absent from the public eyes for years.
