Default Comics mystery - can you identify this panel from the early 90s?

LOOONG SHOT but can anyone identify which comic this image is from? Trying to help a friend. The accompanying Bullpen Bulletins (pictured) begins by wishing readers a happy new year and looking ahead to what happening in 1990:

Can you get a higher resolution shot of the Bullpen Bulletins article?

The weird thing is that I think I read the comic, but I was a teenager around that time.

It references "The Death of the Incredible Hulk", which is the tv movie starring Bill Bixby and Lou Ferrigno in which the Hulk fell from a plane, landed on concrete, and died. The movie came out in February 1990, so this comic could very well be from 1989.

Edit: I'm a knucklehead. With Stan Lee wishing people a Happy New Year, it's gotta be December '89 or January '90.

I don't have the time right now to go through it. I was hoping the art would be immediately distinctive.

Those are the wrong months. It'll be the issues released in December or January, not the ones with that as their issue date. This week's Avengers #6 is October dated but released in August, so assuming it worked the same way 28 years ago, we need to look at February and March 1990 instead.

Cool. I found the same bulletin page in a corresponding Spider book but nothing in that matched. Glad we narrowed it down.

"Steeltown Rockers"... WHAT?? What on earth was this, then? A team-book featuring a teenage hair-metal band from Chicago?

If one can call a non-superhero nascent band that has only tangential reference to the MU and is composed of some teenagers and some older characters a team. I have to admit I have never read it so I don’t know if the six issues can technically be called a mini-series or just an abandoned ongoing. Pretty sure it wasn’t in Chicago but it was a steel town. I am guessing crangor may have access to it, so he may be able to illuminate us as to whether it ever moves beyond being about the lives of young people in a declining industrial town.

PS just noticed it was called a mini on each cover.

No it was pretty much a stand-alone ‘indy like’ project. There’s a good description <here>.
