    I actually hear "Woo Hoo!" quite a bit. Although never shouted in celebration of some physical act, usually as a low key affirmation of some thing mundane yet positive. Especially at work.

    Boss: How's the such-and-such project coming?
    Supervisor: Actually, we're done. We hit our goal early this morning.
    Boss: Woo Hoo!

    Mom: How was school today?
    Kid: I dunno, ok. I got a B on the spelling test.
    Mom:Woo Hoo! Take the garbage out and get washed up for dinner.

    In fairness, it's in character for that version of Goku.
