Yeah, it comes down to tricky semantics here about justice. Justice can be used in two ways: as fairness and as enforcing the existing social structures. Batman is much more about the latter than about the former.

I think Batman is a little more complex then that, because a big reason he is Batman is because of how unfair the world is and that he has a sense of justice that has to operate outside traditional law enforcement or legality, but he's also nowhere near as effective when he doesn't work closely with the police and Jim Gordon.
