It's clear in that story that it wasn't really a threat. Believing forge is a bad idea.

someone with the power of storm is not like you though. that is what sets her apart from let's say an average wakandan citizen. these people were worshipped because they had power that made it worth the faith of others

Not sure if i would call him a Hell Lord...though he does seem to be domonic in nature. I always assumed he was a choas being. One so powerful, he threaten the power of Roma and her father Merlyn. A Chaos Lord...?
