It wasn't that TAS made her lightskinned, it's that they made all black people lightskinned. You see this often in a lot of mainstream(white-centric) animated/painted media. Their skin palette just doesn't go very dark, so the random one or two black characters are usually just a couple shades darker than the white majority of the cast. Notice Bishop and his sister are the exact same color as Storm. They are all the same 'black'. You can see that as well in this image from the Claremont run.
Luke Cage, Storm, Misty, and everyone in Harlem are more or less the exact same hue/value(except that one old lady who is more charcoal grey for some reason).
Let the flames destroy all but that which is pure and true!
The darker her skin is, the brighter her hair looks, and the bolder her overall character IS.
Color is important. We're talking Disney, and in a post-BP world, the conversation is merch.
Not sure if she has been mentioned but what about Deborah Ayorinde as Storm:
I don't know how well she can act but she does remind me of Storm.
