You guys are right about Ultimate Goblin, I don't know why whenever I think technology I always think of machines first, always forgetting that biological changes also count.
I think Amazing Friends having a mutated Goblin as well...although he transformed more or less into what his costume looked like... Or am I mistaking that for another cartoon?
I saw one of those shows and he did mutate into his classic look. (Whether that was what the creators wanted or if it was just an animation shortcut, I'm not sure.)

yeah, I don't really consider biological to = technology. I mean... if you start going THERE... then just EVERYONE from Captain America, to Hulk to Spider-man are ALLLLL Technologically characters. Whatever tech/radiation/science was involved in their origins... usually stays there. For example, Hulk was created by Gamma Bomb/radiation... but from then on, he transforms because he transforms. Green Goblin got some strength and healing from a potion... but then had a whole armory of bombs, blades, gliders, etc... that feels a lot more 'tech' based to me.
Drawing more lines helps to differentiate and clarify things a lot more :P
Yeah, and I think the costume came with him... for 'reasons' :P If memory serves he was trying to recreate his formula so that EVERYONE would be transformed into goblins just like him. Again... for 'reasons??' Motives got very iffy on that show... but I still loved it ^__^
I remember one of those old cartoons Green Goblin was obsessed with magic.
