Rocket gets... whatever he's shown holding in the Wakanda fight plus whatever easily portable, non-one-shot or special stuff we've seen him use in a way one can argue is "standard equipment" in GOG I and II.

Cage gets... a fresh clean hoodie, a broken-off streetlamp, a portrait of Biggie and, oh, a 1957 Chevy Bel-Air. Just because.

I think Rocket's standard kit is in the range of "blow up sovereign spaceships", which is beyond Luke. Give him a few minutes prep (and depending on what he has on his pockets) and he goes up to "blowing up large capital ships" territory.

Seems fair to me. I just rewatched some of GotG with my kids and girlfriend, and simply the shock cannon thingy he uses against Quill on Xandar ought to be enough for a 10 count. And he can fly, at least some of the time.

I haven't watched any of MCU Luke Cage yet, but if his origin is anything like the comic version, Rocket may be distracted trying to steal his skin.
