In the anime, yes. But if we're differentiating the manga (which I leave up to the rest of you), Cell tells the Cell Jrs. to go nuts, and he explicitly tells them that he doesn't care if they kill the Z-Fighters.
On some weird measure, it means the Cell Jrs. had no real reason to hold back and therefore makes them more bloodlusted than the show, but then again, it makes the humans' survival -- Yamcha's in particular, broken arm and all -- that much more impressive. Then again, no one's ever said the manga is consistent.
One thing I *do* like about the manga, though, is that the Cell Jrs. return in Super, and they're wayyy friendlier, even congenial to a point.
