Silver age villain, Image-Maker was ruler of 'the mirror dimension' which was the realm of mirror image. He was able to make real in his universe anything that was reflected in a mirror as a mindless simulacrum that obeyed his will. He tried conquering the world because reasons and made an army of a thousand Wonder Womans.
