Thankfully, I think it only ever appeared in the Secret Origins issue.
Unfortunately, it just happened to be what she was wearing when the updated Who's Who entry was published.
    So it got immortalized forever.
Relative to two of the other costumes Z wore in the 1970s and 1980s, I don't mind that one so much. Because it looks like something a stage magician would wear in the 1980s. For me, Zatanna should always be wearing a stage magician's costume--unless she's just relaxing, in which case she should wear normal clothes--because Zatanna's calling is stage performance. She doesn't switch into a super-hero outfit when she happens upon a crime scene--she's always Zatanna the Magician, in the tradition of her father.

Yeah. The helmet was especially awful. But then, almost all of the looks for Earth 2 were pretty bad.

As much as I despised Dick Grayson's DiscoWing costume...

This takes the cake for me.

I can only assume the writer was on something illegal at the time.
Parental care is way exhausting. Gained insight into what my parents went through when I was a baby. Not fun, but what ya gonna do? (Read comics, obviously.)

Yeah but that’s a costume that was intentionally ridiculous.

To not speak of the racism infused into the character. "Gypsy" is a deeply racist term for the Romani people—as a superhero name it would be equivalent to a Native American superhero calling themselves "Redskin"—and then you have the highly stereotypical costume, with little respect for traditional Romani clothing.

Sigh ... I get sick of this argument.

Gypsy is also the name of a Fleetwood Mac song, a Netflix series, a Broadway musical and movie a popular girls name, also means ‘traveller”, several cafes ...

But she has since been revamped to be a nomadic traveller from another dimension ... trapped on Earth.

So a slur becomes OK if it is repeated enough?

And now she's a spacy gypsy. I fail to see how that is an improvement.

Yes, I'm sure people mentioning racism and cultural persecution of others is such a burden on you..... I really don't know how you deal with it....

I gave up on the Justice League during the Detroit period but, nevertheless, of the new members my favourite was Cynthia. I never saw anything wrong with her costume as it wasn't a costume, it was just what she wore. The way it's drawn, with the patches on the skirt, it's a bit corny, but it looks like something a young woman would have worn back then. There were girls I knew at the time that dressed quite the same--with clothes they got from thrift stores and lots of costume jewelry.

I think it was purely by ignorance and not malice, that the creators back then styled her the way they did. Nowadays, there would be no excuse for it. On FLASH, near the end, the TV show had stopped using her codename, for the most part, and called her Cynthia.
