Round Two: Modern HYDRA lead by Alexander Pierce, they get both their army in Sokovia (From age of Ultron), the Winter Soldier, and their SHIELD double agents.

Even WWII Hydra had Tesseract powered nukes enough to wipe out the Eastern Seaboard.
My issue with Wakanda winning against either version of HYDRA is they seem to have little in the way of numbers. The tech edge is there (though you could argue that a reverse engineered Infinity Stone is beyond anything Wakanda has) but I’m not sure it’s enough. Just not enough in the way of military feats."What I sought, I could not obtain."
