Generally speaking, a lot of the characters that came to greater prominence (or were created) in the 90s are not only underused and underappreciated, they are very much mistreated in many cases by Marvel, the leadership of which seems to regard that period overall as a regrettable bit of drunken carousing that they would like everyone to forget. Were there missteps in the 90s? Yes, there were, but near-bankruptcy aside, not that many more than any other decade, and there were a lot of great concepts and characters that deserved more respect than they got, Julia among them.

What about the costume she used in Ultimate Spider-Man:
I love Julia so much and have been disappointed that she's been relegated to the sidelines. She should have much more prominence in the MU. She's complex and has great history with various corners of the universe - Avengers, Freedom Force, X-Men, Spidey, etc. The writers need to utilize her much more than just a Madame Web.
