Years ago I might have said Loki, but Marvel took him in a different direction.
Honorable mention to Klaw, Hela and Crossbones for being charismatic, but only 3 villains in the MCU are really given any true depth. Ironman villains come close (they cut all of Whiplash's parts out and Stain came close. The third movie not so much).
The J-man
Ultron from AOU is probably my favourite. That character was just a lot of fun and James Spader was clearly having a great time playing him. From what I remember, comic-wise he's a bit more serious so it's probably not 100% accurate, but it is better.

The first two were actually given time and material that allowed them to flesh out their villains.
Killmonger nd Loki with vulture getting an honorable mention.
Redskull and stain were good imo but not given the screen time needed

The Sovereign were fun, probably my favorite gold-plated arrogant villains in the MCU. Ronan was really disappointing, however.

My picks
1. Loki: Other than lacking a Norse Accent and hoping to see him perform more feats, I loved Hiddleston's Performance. Loki had the most character growth of any Marvel Villain.
2. Vulture: Michael Keaton has a flawless record with me. Anything he does, he does it good. His Vulture was almost a good Anti-Robin Hood until he mercilessly kills one of his henchmen
3. Killmonger: Overall, I didn't enjoy the Black Panther Movie, but Boseman and Jordan killed it on the acting. I can certainly understand Killmonger's Motives the most out of all the villains.
i'm partial to Zemo. for just being a regular dude, he did a lot of damage. and he did it convincingly.
- Loki's still my fav.
- Justin Hammer was really fun - Rockwell really went for it there as the Stark wannabe. I hope he makes another appearance.
- I love Nebula, but mostly because I keep thinking of her as Amy Pond and that Karen Gillan seems to be having a lot of fun playing her.
