    What's the weakest Waterbenders(don't need to hail from Avatar Universe) that can solo Liquidator from Darkwing Duck?

    bud is a powerful dude. he can not only control the tempature of water but also control the density of the water in a entire city. not to mention, he can create little water minions while being frozen solid.

    From what I recall, nothing short of changing the chemical composition of the water actually stopped him for 'good'. Freezing him just made him an ice-dude, evaporating him made him a steam-dude, trapping him in pipes just made him burst out. shocking him with electricity stunned him a bit, but he got over it pretty quickly.

    Didn't the writing cast admit that they didn't use The Liquidator to often because it was too difficult to come up with fresh ways to defeat him?

    Freezing him did FREEZE him (he's started to thaw when he starts moving), and shattering/splattering him while he was only partially frozen was enough to very briefly incapacitate him (his little water minions all immediately lost their shape), so freezing would be good for a ten count as long as it could be maintained. He seems to thaw pretty quick though.
