Action Comics # 804, drawn by Dave Bullock, is still, many years later, perhaps my favorite cover of Action Comics of all time.

Looking back on it, Wolfman was trying a little too hard to give DC its own Dr. Doom, but back in the day, I loved the idea of a villain that always seemed one step ahead of the good guys.
