"Avengers Disassembled" was possible because of two things specific to the Avengers at the time: there were some famous characters who had never been Avengers (Spider-Man was a reservist but had never actually been on the roster). And there were a bunch of B and C-list characters who were very closely associated with the Avengers and who had been in the book almost nonstop since the 1960s.
Vision, Scarlet Witch, Hawkeye, Wasp and Hank Pym all went back to the 1960s with the Avengers, and they had been in the book consistently for years; the 1998 relaunch had Scarlet Witch and Vision on the roster and both of them were still on the active roster when Bendis took over; Hawkeye had just returned and Hank/Wasp were there too. He and Brevoort knew people were used to having them there, and that they'd probably been in the book for too long, and that it was time to signal a new approach by clearing out some of the nostalgic favorites that most comic fans (at the time) didn't really care about.
By taking those characters out of the book - and having Hawkeye and Vision both killed by the Scarlet Witch - and then bringing on Spider-Man and Wolverine, Bendis was able to show very clearly that this was not your traditionalist's Avengers book. Because traditionalists felt that at least some the classic B-listers should be on the team and that it would be wrong for Spider-Man and Wolverine to be Avengers. It was a provocative choice that got a lot of traditionalists angry while intriguing new fans, just as intended.
But because there have been so many Avengers books and Avengers teams since then, there's nothing they could really do to the Avengers to shake it up that way. It's not quite true that "everyone is an Avenger now" but it's certainly truer than it was. So they probably thought the ANAD team was going to be a big shakeup because it had so many newcomers, but it just didn't come off that way at all, it was just another team with three people who have been Avengers before and a few other people who haven't.
