Spookiest Batman Villains

In honor of Halloween, who do you think are the scariest of Batman's rogue gallery?

My personal pick is Jane Doe. A serial killer walking around with no skin is something out of a horror movie.

I don't... have anything else. I like the concept of Zazs but thanks to Arkham games he's just another mook. Scarecrow is also more often goofy even though he's supposed to be the king of fear.

I was thinking Tom King. Anyone who can destroy the spirit of Batman the way he has is pretty scary.

Seriously though, I hate the character but I think Professor Pyg is pretty spooky. The way he brainwashes and does whatever it is he does to his victims is pretty spooky.

Batman who laughs is a pretty scary lunatic. In fact all of the dark Knight's qualify for scary villain contestants. another scary mook would be the imperfect black Lantern clone made by darkseid.

I always like the SPOOK. In fact he is my favorite villain that was created in the 70's.
