Emma is not really a surprise. She's a popular character that both her lovers and haters want to read about.
I wonder how many more sales Return of Wolverine had than Emma.
Emma's book had only 2 variants with unique artists.
Magneto and Mystique had variants too. They all had mugshot variants.
I don't think variants count for EXTRA volume because they're supposed to be special, so you'd get a variant for every 1 out of 25 issues, etc.
Additionally if a character is popular enough, they're gonna want to create more variants.
So stores ordered more Emma Frost books than Magneto books?
That's a lot more surprising than if Emma's book just sold more than Erik's.
And in this case, also relevant would be sell-through. What-If X-Men looks a lot better if there's nothing left on store-shelves, suggesting supply did not meet demand, than it would if the ranking was the only factor.

FYI, stores are going to order MORE books based on popularity and demand.
There's also a pirated comic site that shows X-Men Black Emma Frost is "HOT" and "TRENDING", unlike the other X-Men Black issues.
Not sure why there's so much suspicion.
Strange cause I went to 5 comic book shops to get more issues and they were all sold out on the first day
oh and no special variants were ordered at my shop because I wanted one. And in Ireland they don't usually get them
Also Frost was released on the last day of the month

That Emma sold more isn't a big deal to me. Markets do that sort of thing. But that distributors looking at the upcoming lineup of books back in the summer decided it was a better investment to stock up on Emma books than Magneto books is surprising. Just like I expect distributors to bank on Batman over Booster Gold, I would expect Magneto to have more weight at that level with his greater name recognition. That was DC's whole strategy under Dan Didio, bank on old established names and throw newer, less iconic characters to the dogs.
