A few more things...
I like the idea of two costumes, maybe red for Vegas-Haven and classic blue for Spyral missions? I'd also have Dick run an orphanage to build his profile outside of the suit, that might too much strain on him since its a heavy workload but I guess that could be a future plot point.
I'd also include more downtime, I've always loved moments like this
It wouldn't take up entire issues or anything just a page or a couple panels.
I was thinking about it, and I realized that I dont think any of us have mentioned the two most obvious things in the world. A "stealth" mode, and the spyral implants.
When Dick's on a Spyral mission, his suit just goes all black. No emblem, no red, no blue. Weisman even did this with Young Justice! And we know the spyral implants already blur the face, so just extend that to the suit. They see no details. No seams. Just a blurry shadow. And if the implants don't affect cameras (I dont remember if they do) then Dick steals Mister Terrific's mask tech, making Nightwing invisible to technology of all kinds and a completely blurred shadow to everyone who looks at him.
This tech can be incorporated in his mask, so Dick doesn't have to have a chip in his skull again (I never did like that).
Ha! I feel like the fact none of us thought of this shows why we're not pro's. (if someone did mention this, then DC should probably call you, yeah?)
So much yes to this! I miss the days when a hero got to sit down for five minutes and have a cheeseburger and conversation, yknow? Some writers try to make these scenes this big, drawn out excuse to try and be clever with dialogue, and a lot of other writers don't even bother. Like, give me two pages of the hero wearing a regular shirt, doing a regular thing, with other people doing regular things. Or even one page. These are the moments that make us love these characters.I'd also include more downtime, I've always loved moments like this
Love the idea. No one would buy it, because no one ever buys the best stuff, but I would love this.

I do think one of the errors made in Grayson was that his spy get up was so bland. Not visually striking at all. Basically, my two costumes idea would seek to keep two already established Nightwing visual motifs in the book:
While he is in Bludhaven or with the Titans doing "hero" work, I'd have him wear something similar to his get up from Young Justice season 2. Bird symbol on his chest feels very heroic. I'd probably keep the black and blue, but it might be fun to let him have some different suits all with that symbol (like all the different batman action figures I had as a kid). Blue and gold could feel a bit more in touch with the vegas vibe. But the colors here arent a huge deal for me.
While he with Spyral doing "spy" work, I'd have wear something very similar to the costume from the Chuck Dixon Nightwing series. Take the chevron on his chest and the finger stripes and put them on some long sleeved "spy" looking clothing. Lose the domino mask, maybe make it a turtle neck (I remember Archer always loved getting to wear those in the FX series).
Both of these are instantly visually recognizable as Nightwing, but can provide something of a "double* life" effect for him. His double life just so happens to be hero/spy instead of day job/super hero.
*Triple life, I suppose. As you've said, though, his civilian life shouldn't really get too much of the spot light here. Given the Vegashaven setting, I'd have him be the owner and operator of a Wayne Corp owned high rise casino in the heart of town. He'd live in the pent house, and both the upper floors and the sub-basement levels would contain spyral/Nightwing HQ. Maybe Spyral HQ should be somewhere different, but I'd still have it in Bludhaven somewhere.

I quite like this idea.
Though I think I myself would have Dick's spy gear change with each mission, and his "hero" costume remain more static. You could use the Dixon colors and chest chevron as a theme worked across all the spy gear, in the same way Harley wears a theme across a full, ever-changing wardrobe.

And yeah that place looks like a dump.
But using that as inspiration for the design of the building would be incredible. Skyscraper meets circus tent all in neon lights. In a classy way. I'm in.
I definitely think Zatanna would be great to have as a recurring cameo character and guest star from time to time would be fantastic!
