Yes. Bendis has been working on the concept and ideas of YJ since late 2017, so he prob requested that Tim be out of the books until YJ.
Off topic a bit, but I think its great shelving characters rather than have them in a book aimlessly doing nothing.

I figured that Tim's story was part of whatever John's bigger plan for the DCU was, and since his role has changed, that story has been dropped.
