Erm Disney will own controlling interest in Hulu and already said they're pumping loads of money into original mature content on there as well as making it internationally avaliable so it can become a netflix rival. Since Disney will own the distribution system as well as the production house it's a massively moot point since the notes a series in production would recieve would only be coming from Disney/Marvel before they're released on a streaming platform owned by Disney. Removing Netflix from the equation is a huge reduction on production notes, so it's a moot point.
Shows hold produced content all the time waiting for the right time to release it. It's not some crazy thing a network would never do. The norm now is literally to film a whole show, post production it, have the whole show finished. Send it out to reviews months in advance and then bulk release it months later. Thats what they did with Daredevil season 3, there were reviewers hinting they'd been given Daredevil episode to review before they even got Iron Fist season 2 episodes to review. Timing doesn't matter so much, especially not for a streaming service.
You don't know that, the Hannibal actors were still under control for over a year after the show was cancelled by NBC. You've no idea what the terms of their contracts are. And more important majority of those actors aren't getting any big career roles outside of Netflix MCU, so they'd prob come back anyway.
