My boy Wesley Dodds aka The Sandman. Actually he can see the crimes in his dreams but he's as street as it gets.
Thomas Blake aka Catman:
He doesn't count as a Batman family member, does he? I know he first appeared as a Batman villain, but he isn't really linked with the character and is more associated with the Secret Six.
Would the Green Lanterns count? Technically, they don't have superpowers themselves.

Richard Dragon, Master of Kung Fu.

Jim Gordon is not, strictly speaking, Bat family, so he could count.
Other than that, how about Green Arrow? Or the Human Target?
I love the fact that Wildcat is a boxer wearing a cat costume who fights along side gods. Although the best boxers have freakish knockout power and can KO people three times there size. So if Ted is one of the best ever he can KO metas.

I loved the scene in birds of prey when the heroes are facing the brothers in silk, never looked in any trouble
From the far future of the DCU I give you the biggest bad ass of them all. Val Armorr the Karate Kid. Able to go toe to toe with the like of Mon El and Ultra Boy because he is just that damn good. He is a master of types of martial arts that most others have never even heard of.
