no. There are two versions of 616 Cyclops in Secret Wars, Hickmanclops and Bendisclops (the one from UE#1). Bendisclops along with the rest of the 616 and 1610 heroes there are What If? scenario characters so to speak. Instead of the inter-dimensional portal that bridged the 616 and 1610 together closing, it exploded and caused the universes to merge. All of this is pre-Axis which is why Tony Stark isn't inverted. I'm guessing this is how they are going to retcon Axis.
I loved this first edition even has a small version of Blade.

The Secret Wars #3 review thread made numerous mentions to X-Tinction Agenda #1 where God Doom referred to mutants as a blight or somesuch on Battleworld. It's ironic to have a character in an even worse off position than the X-Men call them that. Just saying.
Will Cyclophoenix save everything? Hickman!clops has said the word 'resurrection' in almost every appearance, so either it's a huge bait and switch or there'll be some resurrection thanks to the Phoenix.
